I'm growing my hair back and it's hurting to the touch and very dry

I'm letting my hair grow back after a couple of years of being bald (by choice). It's really tender to the touch and I can't seem to put enough grease on my head to reduce the dryness. I want to let it grow to a very small fro but I can't get past this phase.

Is there some kind of moisturizer available for brothers to use that will help my cause?

Help a brother out before I cut it back off.
